The Memphis-Shelby County Airport Authority (MSCAA) owns and operates Memphis International Airport (MEM), General DeWitt Spain Airport, and Charles W. Baker Airport. A self-funded public authority that receives no local tax revenue, MSCAA is responsible for the operation, maintenance, and development of its airports. Memphis International Airport is a perennial top 10 busiest cargo airport in the world, serving 4.8 million passengers in 2025. A 2025 economic impact study found that MEM generated $10.7 billion in annual economic output across Tennessee.
