MSCAA selects ReGina Armstrong as Senior Manager of Business Diversity Development

MEMPHIS, TENN. (December 6, 2023) – Memphis-Shelby County Airport Authority (MSCAA) has selected ReGina Armstrong as its new Senior Manager of Business Development.

In her new role, Armstrong will be responsible for planning, directing, organizing, and coordinating the administration of the MSCAA’s economic inclusion programs. The Business Diversity Development (BDD) Program includes Disadvantaged Business Enterprise (DBE), Small Business Participation (SBP), Airport Concessions Disadvantaged Business Enterprise (ACDBE), and in-house certification programs. Armstrong succeeds Joe Claiborne, who is retiring after more than 16 years with MSCAA. She will report to Michael Fulton, Director of Government Affairs and BDD.

Armstrong has more than 22 years of experience at MSCAA, most recently serving as Airport Concessions/DBE Program Administrator, in which she was responsible for the planning, directing, organizing, and coordinating the administration of various programs, including ACDBE; DBE; Diversity, Equity and Inclusion (DEI), SBP; ADA (American Disability Act), and Title VI initiatives. She received her DEI certification from Park University and her Contract Compliance Administrator certification from Morgan State University. Armstrong received her Bachelor of Science in business administration/accounting from Stillman College in Tuscaloosa, AL.
