MSCAA Board Meeting Public Comment Guidelines
All requests to provide public comment must be submitted via the official Public Comment Request Form no later than 1:00 p.m. two (2) business days prior to the scheduled Board meeting. Each speaker must be physically present at the meeting to provide their comment. Comments must be delivered in person by the registered speaker. Written comments are not accepted.
Public Comment: An open comment section will be held at the beginning of the meeting for matters regarding specific items listed on the meeting agenda as well as for matters not germane to the meeting’s specific agenda items. A maximum of ten (10) speakers will be permitted for the open comment section. Each speaker is allowed up to two (2) minutes to make comment.
- Speaker Queue: Speakers will be registered on a first-come basis. However, the Authority reserves the right to select speakers to ensure that both “for” and “against” viewpoints are represented. In said event, the Authority will adjust the request queue solely to fulfill this balance if the maximum cap exclusively represents a single viewpoint. The Authority will advance the earliest request from the opposing viewpoint.
- Allocated Time: Speaking time belongs exclusively to the registered speaker and cannot be ceded or transferred to another individual. Any unused time is automatically forfeited upon the speaker’s conclusion, and Staff will proceed to the next person in the queue.
- Time Speaker/Adjustment: The Board may, at its discretion and by a majority vote, elect to extend the total number of permitted speakers or increase the individual time allocations for a specific item or meeting.
Prohibited Conduct: To maintain the efficiency and decorum of public proceedings, the following conduct is strictly prohibited:
- Personal Attacks: Comments that are defamatory, abusive, or constitute personal attacks against any Board member, Authority staff, or member of the public.
- Disruptive Behavior: Shouting, physical threats, or any action that interrupts the orderly conduct of the meeting.
- Campaigning: Using the public comment period to promote a political candidate, campaign for office, or solicit funds.
- Commercial Solicitation: Using the forum to advertise products, services, or private business interests.
- Unrelated Remarks: Speakers must stay on the topic of the specific agenda item (if applicable) or the business of the Authority.
- General Disorderly Conduct: Any other behavior or commentary that breaches basic decorum, impedes the progress of the meeting, or prevents the Board from conducting its official business efficiently.
The Board Chair reserves the right to terminate a speaker’s time if these conduct rules are violated.
All remarks must be directed to the Chair of the Board or the President/CEO. The public comment period is designed for the Board to listen to community input, and as such, Board members and Authority staff will not engage in a dialogue, debate, or question-and-answer session with speakers during public comment.
