The Memphis-Shelby County Airport Authority (MSCAA) today announced the appointment of its new nine-member Board of Commissioners. 

Effective July 1, Public Chapter No. 978 reconstituted MSCAA’s Board of Commissioners into a nine-member governing body. The commissioners are Belinda Anderson, Pamela Clary, Captain Albert Glenn, Michael Keeney, David McKinney, Demar Roberts, Jack Sammons, Mayor Rhea “Skip” Taylor, and Craig Weiss. 

“MSCAA is very pleased to welcome our board commissioners. The Commissioners will provide valuable policy oversight to assist MSCAA staff in the management, operation, and development of Memphis International Airport along with our two general aviation airports, General DeWitt Spain and Charles W. Baker. Their combined expertise in aviation, law, business, and finance will be instrumental,” said Terry Blue, MSCAA President and CEO. “I look forward to collaborating closely with them to expand connectivity, drive economic growth, and ensure our airport is THE choice for connecting people and commerce to the world.”

Belinda Anderson 

Appointed by Mayor Paul Young 

Belinda Anderson has extensive experience in the airline industry, beginning as a flight attendant for Republic Airlines and later managing the airline’s Memphis Worldclub, which later became the Delta Skyclub. She served for seven years on the Tennessee Aeronautics Commission, which maintains oversight of funding and regulatory related issues for the state’s commercial and general aviation airports. 

Pamela Clary 

Appointed by Mayor Paul Young 

Pamela Clary is a retired financial executive. Most recently, she served as the Executive Vice President and Partner for Community Capital, LLC a local firm that provides affordable housing and community development consulting as well as financial advisory services. She previously served as both the Deputy Director of Finance and Deputy Director of Housing and Community Development for the City of Memphis.  

Captain Albert Glenn 

Appointed by Governor Bill Lee 

Albert Glenn is a retired FedEx pilot whose career at the company spans 44 years, during which he served in various management positions including Flight Duty Officer, Chief Pilot, and Managing Director of Global Operations. Glenn has served as Chairman of the Board of Directors for the Organization of Black Aerospace Professionals (OBAP) and as Associate Vice President for the Academy of Model Aeronautics. He has also served on the Professional Aviation Board of Certification, Aviation Advisory Board at Western Michigan University, and Southwest Tennessee Community College Foundation’s board.  Captain Glenn was inducted into the Tennessee Aviation Hall of Fame in 2024. 

Michael Keeney 

Appointed by Lieutenant Governor Randy McNally 

Michael Keeney is an attorney and active member of the Memphis business community. He has practiced law in Memphis, TN since 1993 and formerly served as the managing shareholder of the Memphis office of Lewis Thomason law firm.  

David McKinney 

Appointed by Governor Bill Lee 

David McKinney is Vice President of Human Resources and Public Affairs for AutoZone. In his position, he is responsible for AutoZone’s organizational development, corporate communications, training and compliance, public and media relations, charitable giving, and government relations. David remains active in the civic and business communities.  

Demar Roberts 

Appointed by Mayor Paul Young 

Demar Roberts is Vice President of Operations & Chief Growth Officer for First Choice Sales & Marketing Group, Inc., headquartered in Memphis and one of the multicultural personal care industry’s youngest executives.  

Jack Sammons 

Appointed by Speaker Cameron Sexton 

Jack Sammons is the president of Ampro Industries, a leading global manufacturer of ethnic haircare products. In addition, he is a former member of the Memphis City Council. Sammons also serves as General Chairman of Youth Programs, Inc., the charitable foundation of the FedEx St. Jude Championship golf tournament.  

Mayor Rhea “Skip” Taylor 

Appointed by Lieutenant Governor Randy McNally 

Mayor Rhea “Skip” Taylor currently serves as the Mayor of Fayette County. He served as a Fayette County Commission member for 8 years and then ran for County Mayor in 2002. 

Craig Weiss 

Appointed by Speaker Cameron Sexton 

Craig is a co-founder and partner of Tower Ventures. Tower Ventures is one of the largest privately held tower companies in the United States. Tower Ventures develops and leases towers for the cellular industry. Tower Ventures currently owns over 300 tower assets in 30 states. Craig manages the leasing department responsible for lease agreements with AT&T, Verizon, T-Mobile, Dish and others. Tower Ventures recently began multiple mixed-use, ground-up traditional real estate developments around Memphis as part of its CRE Division.
